借助中国强大的经济实力，实现对南派经济上的压制，这对扎根北越的政治与资本权力来说，自然是求之不得的。
而且，由于两国制度以及地缘关系张倚雯，也决定了以“北越为根基”的越南政权更容易亲近中国。基于这种借势的考虑，中国倒也乐意跟北越合作。
南派的杀招
一场北越有意、中国有心的合作，本应该容易达成才对。但是中越之间最大的分歧——南海。
作为一个国土条状分布，海岸线漫长的临海国家，南海对越南的诱惑是可想而知的。在这一点上，无论北派还是南派，利益均高度一致。
一旦北派想要靠近中国，就给了南派可乘之机，用南海问题同时绑架民众和北派。

因为大家都太相近了，如果不在民间制造一定的对立因素，时间一久，体量极大的一方会潜移默化的把体量小的一方同化。

越南的南北对立
南派用经济反攻
在相当长的历史时期内，越南都处于南北分治的状态。
但最终，北部的红河平原在中苏的帮助之下，压过南部湄公河三角洲，实现了南北的统一。
不过，南越板块虽然在政治上一时失败，但其对北越的地缘实力优势却没有改变。越南的经济中心依旧是南边的胡志明市而非首都河内。
即使在今天，越南依旧有「北派」与「南派」的对抗。
为了平衡各个派系之间的权利，越共自1991年后，对越南的权力布局安排，一直沿用一种不成文的默契。
越共的领导人基本上以河内为主的北方人担任，主席或国会主席通常安排给中部人，总理则由以胡志明市为主的南方人担任，主管经济工作。
再加上一个军队，就构成了越南独有的“四架马车”政府。
